Action Plan for Whale Watching in Taiwan (2005~2008)
Socioeconomic aspect:
1. Different stakeholders should have better communication with each other.
2. The Government should integrate the management of whale watching.
3. Diversification is critical for the continuation of a sustainable industry.
4. Operational and vessel safety should be carefully reviewed.
5. Souvenirs selling would generate considerable additional income to operators.
6. Ecotourism at Shitih could be used as an example of high quality sustainable ecotourism.
7. The power and responsibilities of NGOs should be highlighted and clarified.
Educational aspect:
1. Taiwan needs to develop a sound education program fed by sufficient research.
2. The quality of education materials needs improvement.
Ecological aspect:
1. Taiwan needs to establish fundamental research of the cetacean populations in its own waters, especially behaviour and impacts of whale watching.
2. Research results should return to the Government and operators.
Management:
1. There is an urgent need for regulation for both the protection of cetaceans and protection of the Industry.
2. There is a desperate need for operators need to form a national association.
3. Setting industry standards can ensure that industry operates at the highest possible level.
4. A good, well-targeted marketing program is essential for maintenance and growth of the Industry.
